Tender For Skilled, Semi Skilled, Unskilled Employees from an Experienced Service Agency

Staff Selection Commission (Northern Region) invites sealed cover bids for Skilled, Semi Skilled,  Unskilled employees from an experienced service agency. This office conducts various Exams, Skill Test, Interviews and to carry out the job in North Region (Delhi, Rajasthan and Uttarakhand) . The details of  work to be carried out by the outsource agency are as follows

Scope of Work

  • Collecting the documents from the candidates reporting for DME;

  • Verification of submitted photocopies with reference to original documents carried by the candidates.

  • Verification of documents against a check list to be prepared by Regional Offices on the  basis of provisions in the Notice.

  • Proper filing of documents along with application form, admit card, PET Booklets, Medical report to form a dossier;

  • Obtaining undertakings required from the candidates, for example, for treating them a UR candidates if they fail to produce documents in support of belonging to reserved category.

  • Corrections in candidate’s particulars in the detailed data verification sheet which should be given batch-wise and day wise by the regional offices in hard copy as well as in soft copy to the outsourcing agency. All the fields required in verified data should be made available in the data sheet.

Terms & Conditions:

  • The successful bidder will provide suitable manpower, possessing Graduation Degree, on full  time/part time basis for collection and detailed scrutiny of dossiers i.e. checking of educational  qualification certificate, Age Proof, Category certification, and relaxation certificate &. domicile certificate, Proof of candidate’s identification etc, for the candidate called for examination.

  • The service provider shall not assign transfer, pledge or sub contract the performance or service  without the prior written consent of the Commission.

  • In case the quality of services of manpower supplied is not found satisfactory, the Commission shall have the right to return the person’s deputed by the service provider, who shall provide suitable replacement within 24 Hours.

  • The service provider before selecting the manpower will satisfy himself about the character, antecedent and integrity of the persons proposed to be provided to the Commission. He shall obtain a character certificate in respect of every such person from the School/College last attended by such person or a character certificate from a Gazetted Officer. The persons to be engaged for the work shall be attending a training session in the o/o SSC(NR).

  • The service provider shall provide indemnity to the Commission for any illegal acts carried out by the manpower supplied. The service provider shall be the “employer” for all purposes in respect of the manpower so provided and he shall be responsible for and shall ensure implementation of Labour and industrial laws etc. and to pay the salary to his employees deployed in the Commission. He will bear any liability arising out of his failure to implement any of the legal provisions.

  • The service provider’s staff deployed /person deputed shall not claim any compensation, absorption/regularization of services with office under the provision of Industrial Disputes Act, 1947 or contract labour (Regulation & Abolition) Act, 1970.

  • The bidders are requested to submit their bids by stating clearly that the above conditions are acceptable to them and that these are binding on them. No escalation clause shall be accepted on any grounds during the period of the contract.

Payment Terms & Conditions:

  • The service conditions in respect of the manpower supplied will be as under:-
    (i) Firm shall quote rates for providing manpower at the rate of per person per day.
    (ii) Payment shall be made by o/o RD (NR) after completion of work for number of persons utilized for the Commission.
    (iii) No payment other than above shall be claimed by the firm.

  • The bidders are to submit their best rate for the ‘fixed commission’ on monthly basis in percentage of the gross amount. They may also indicate any one time charge which they propose to take for supply of fresh manpower for the first time the same shall be examined and decided by the Commission and under no circumstances will anything be collected/ deducted from the Staff Selected for working in the Commission.

  • The Commission will release the payment to the contractor only after completion of work.

  • The Commission will pay the Service Tax on actual basis on production of remittance certificate. Income Tax will be deducted at source as per rates/rules/regulations in force for the year in which deduction is made.

Documents To Be Enclosed With The BID

  • The Tender document shall be accompanied with the following:-

  • Profile of the Company/Firm/Proprietorship concern.

  • Proof of incorporation/inception of the Agency

  • Registration for manpower supply

  • Service Tax Registration number

  • Permanent Account Number

  • Details of Registration with the Labour Commissioner

  • Proof of prior experience in similar work

  • Any other relevant information

Earnest Money

Each bid must be accompanied by an earnest money of Rs. 25,000/- as bid security in terms of G.F.R. 157 in the form of Fixed Deposit Receipt or account payee demand draft or bank guarantee issued by a scheduled Bank. Bid not accompanied with earnest money as aforesaid shall be summarily rejected. The Earnest Money Deposit shall be liable to be forfeited if the bidder after submitting his bid decides to withdraw from the bid. The earnest money is also liable to be forfeited in the event of the bidder’s failure after acceptance of bid to furnish the requisite security deposit by the due date. The earnest money will be returned to all unsuccessful bidders as soon as practicable. No interest shall be payable on the amount of earnest money, in any case.

Security Money

The successful bidder shall deposit Security money within 3 working days of Staff Selection Commission from the date of acceptance of his tender and furnish Rs. 50,000/- as Security deposit in terms of G.F.R. 158 in the form of a Fixed Deposit Receipt issued by a Scheduled Bank and duly pledge on favour of the Staff Selection Commission and the same shall be valid for a period of 60 days after the expiry of the contract. On due performance and completion of the contract in all respects, the security deposit, will be returned to the service provider on his presentation of an absolute ‘No Demand Certificate’. The Commission will not pay any interest on the said security deposit.

Other Terms & Conditions

  • Any dispute arising out of the contract will be settled within the jurisdiction of Delhi.

  • The Commission reserves the right to accept or reject any tender/quotation without assigning any reason.

  • The Commission reserves the right to modify the above conditions to meet its requirements without giving any notice.

  • The willing firms are requested to visit SSC (NR) office at Delhi to clear doubts, if any, regarding  the jobs to be done by them with prior appointment.

  • The bids in the prescribed format (enclosed) must reach in the office of the Staff Selection Commission, Room No.516, 5th floor, Block No.12, Lodhi Road, New Delhi latest by 1:00 PM on 01.07.2013. The bids will be opened at 3:00 PM on the same day in the presence of the tenderer who may like to be present.
